Process stuck at parallel gateway

I have a workflow with a parallel gateway that splits executions and then brings them back together again.  A sample of the workflow is in the attached image.  When the workflow is first created it executes as expected.  On the "Manager 1" side of the parallel gateway it executes through the following exclusive gateway and stops at the user task.  On the "Manager 2" side of the gateway it executes around the user task.  Once I execute the Manager 1 task the workflow seems to hang on the second parallel gateway.  My expectation is that it would loop back around to the receive task and wait to be triggered again.

Does anyone have an idea why it's getting stuck at the second parallel gateway?

Any hints are much appreciated.

Read how a parrallel gateway behaves… In your situation, you can never have ALL incomming sequence flows enter the gateway.

You are absolutely right!  I was staring at it the whole time and didn't realize. Two of the four flows would never make it to the gateway.
