Potential concurrency issue in InMemoryTicketComponentImpl

I was looking at some of the security services code and noticed that access to the "tickets" HashMap wasn't synchronized.  Shouldn't it be?

private HashMap<String, Ticket> tickets = new HashMap<String, Ticket>();
