Our tech stack is Ember/REST/Ruby. We want to minimize the foot print of any Java code.

Is the Activiti process engine fully accessible via the REST API?

Yes, it is. The REST API exposes all of the Java API (there are probably a few grey areas where the REST API doesn't do 100%, but those should be the really edge cases).
