Non-admin Manager cannot invite external user

In Alfresco Share 3.2 Community Edition, I have a site manager that gets a 0 succeeded / 1 failed result when inviting another user with collaborator role.   At first I thought this was because the manager was granted manager status via a group, but I made him directly a manager of another site to test, and got the same result when trying to invite an external user to that site.   I seem to be able to invite with an alfresco administrator, but a non-administrator site manager does not seem to be having success.   Here's the alfresco.log output related to the issue, saying that the user doesn't have permission.  Any ideas?   I should point out that an email DOES go out to the user, but when they try to accept or reject, it says that the invite does not exist.

No, I'm afraid it's still a problem.   The administration overhead it has caused is making me regret choosing this product.
