<field-visibility> vs <appearance>

I am curious to know why there are 2 tags in share-config-custom.xml file for a variable

there is <field-visibility> which can "show" a variable on form but once it is shown , there is "<appearance> <field> " field .

What is advantage of using there 2 controls to show a variable instead using only one tag that control both show + appearance.

<field-visibility>‍

tag defines the fields that should be shown in form, where as

<appearance>‍

tag defines how the field is going to shown in form.
