is there a way to add listener that will execute on adding spaces and files?

You may want to use the policy framework.   For example you can bind a behavior to onCreateChildAssociation.

one more quetsion, is there a way to add policy for assigning workflow.
we would also like to add mail notification on this metter . can you help, please.

I don't think there are policies for workflow.   

My first thought is to add "notification" tasks or actions into the workflow processes that you are interested in.
