Yes and no. The problem is that the header component is scoped as "global", which means it's the same code across all Sites and when not in a Site. Therefore the concept of "Site Manager" doesn't always hold true.
The user will also get redirected to their "My Dashboard" page on occasion, which is something you'd be hard-pressed to prevent.
