I can't seem to find the import utility.  Can anyone point me to it?

it depend what and how you want to import.

You can make an automatic import on bootstrap (alfresco use it to populate data dictionary for instance)
(<WAR>/WEB-INF/classes/alfresco/bootstrap and bootstrap-context.xml)


Or you can manualy import files and properties with an ACP (Alfresco Content Package)

Or easily with CIFS if you dont need any metadata.
