import does not import metadata or folder

Does anyone can help wih this xml import file

I exported a folder with one document that has a content type

Modifying the xml and trying to import a zip file results in unzipping the documents without assinging the metadata nor creating the folder.

Importing the file as an acp file than nothing seems to happen, document and folder is not created
