How to set default of encoding list to UTF-8 instead Big5?

When creating new content, the list of encodings defaults to Big5.
How do I change it so this list (and any like it) has UTF-8 selected by default instead?

This is a bug and has been fixed. It will be merged into HEAD at some point.
