How to deploy new or modified email FTLs.

Hi Forum,
  I've been trying make changes to an existing email FTL \webapps\alfresco\WEB-INF\classes\alfresco\bootstrap\notification\wf-email.html.ftl, but for some reason, the changes are not being picked up by Alfresco after server restart.  I've checked workflow-email-notification.xml and the wf-email.html.ftl is in the config. 

Similarly, I created a new myEmail.html.ftl and added it to workflow-email-notification.xml, but it's also not picked up.  I can verify this when adding a document to be approved through the workflow.

Is there a deployment process to get the FTL changes to be picked up by alfresco?

I had to go through share -> Repository -> Data Dictionary -> Email Templates.  Seems like it is not possible to deploy the FTL through the tomcat folder.
