How do I get files to be checked out and versioned?

Hi All,

I am using the Repository feature (I suppose this is the Content Management) portion that I want.  I uploaded a test file into a new folder I created.  But I don't see options to check the file out or to lock it, or the ability to add new versions.  Am I using the correct feature?  If so, could someone help with letting me know how I can get the feature activated.
