how can I manage User Groups?

It is mentioned in "webclient help"(http://www.alfresco.org/help/webclient/) that Admin can manage User Groups from the Administration Console. But, when I entered Administration Console, I can not find any link of "Manage User Groups".

Is this function disabled in alfresco 1.2.0? Or Is it not implemented yet.
