Folder specific document actions

I would be grateful if somebody could give me a (big) hint for being able to hide certain document actions only when the documents are in a certain folder (ie my published documents area called "Active"). More specifically I would like to hide the upload, delete and move buttons, but retain the functionality via custom workflows that I have defined.

I looked at the wiki pages for adding custom actions, but the method is not compatible with version 3.4.

No idea - but can you get 'close' to this by, in your "Active" folder, take away rights (e.g. Permissions) from certain groups (e.g. Collaborator and Contributor)?  In essence, you make everyone a Consumer (Read only) and thus I'm pretty sure they wont' have the Upload/Delete actions as they would not have rights to it.
