Encoding for localization

Which encoding should I use to localize Activity Explorer?
I tried windows-1251, utf-8, but when activity web login page is opened the text is not readable.

How do you mean 'not readable'. UTF-8 should be fine.

I meant that when new messages_SOMELANG.properties file is created, the actual encoding should be in uniqode. Which is not conenient. I think that UTF8 would be the better approach for properties file.

You mean files like https://github.com/Activiti/Activiti/blob/master/modules/activiti-explorer/src/main/resources/messag... ?
They open fine for me (mac) … but that doesn't prove anything. How do these files look for you?
