velocity templates are not supported (or implemented) as an alternative to xsl and freemarker as rendering engines. what is planned for 2.1 is integrating the freemarker and xsl rendering engines into the templateservice, which will enable you (the community) to implement your own template processors and add support for velocity if desired.
