disable mails notifications on items

I need to disable notifications by mail on items such as folders and files.

Is there a way to develop this functionnality.

I use alfresco 5.2

I thought of disabling send mails rule on the wanted item, but it will be disabled for all users 😕 I have no clue how to get this done!
