Cutoff via Disposition Events

I notice the following behavior for an RM disposition schedule.

I set the first step of the disposition schedule to be 'cutoff' after a manual event occurs.
I then run the manual event.
The folder does not itself cutoff automatically, but the 'cutoff' action becomes available for the folder.
It is then possible to manually select the cutoff action for the folder.
Prior to that, 'cutoff' was not available for selection.

Is this the correct behavior?  To me, it doesn't seem right. 
I expected that when the event occurs that cutoff would happen automatically.

That behaviour is entirely correct. However if you leave it long enough the system will perform an automated cutoff for you, this process only runs periodically it does not happen at once.

This can be varied and changed to either run more frequently or not at all as required.

Cutoff is the only disposition action which can happen automatically, all other actions have to be completed by a suitably priviledged user.
