custom workflow

I created custom workflow. When i'm attaching a workflow in a document it gives me the following error:

"There is no metadata to collect for this particular workflow"

I need custom workflow like
user 1 to user 2
user 2 to user 3
user 3 to user 4
how can I achive this,
