custom metadata for records

hi,
how to create a custom metadata for a records in a particular folder
for example i have 2 folders fold1 and fold2,now i have total 10 custom metadata for record
in that 10, 6 are belong to fold1 and 4 are belong to fold2.
in console i want to show 6 fields for each record which is in fold1 in console
and 4 fields for each record which is in fold2

when i create new metadata for a record i am getting the failure message,it is
