Creating Rules on Folders

I'm using 4.2.c community version of alfresco. When looking through Creating Rules for Folders in my document library I tried to create a rule on a particular sub folder and for some reason the only thing that I can do is give it a name. There is no drop down menu for choosing "Define Rule" options and I don't even have a save button.

Is this feature not available with the community version?

When you go to space detail page of space.There will be one action called manage rules on the right side action menu.You can create rule from there.

Uhmm…where are you referring to? If you are speaking about share then I have already done that. Going to a folder and then on the right hand side to manage rules. I can navigate to that page, but there is nothing to edit or even be able to save.
