Creating rule on any file in repository for transformation

Hi,
I wanted to know how i can apply a rule to any file in repository rather than to a folder for transformation. I wanted to apply a rule to a file(in particular a video file), like writing a script for applying a rule and executing it , for transformation rather than going for 'Manage Rules'. I have taken care of customizing the 'video-transform-context.xml' for carrying on the transformation.
I also wanted to how transformation takes place when rule is set after selecting 'Transform and copy content' in 'Manage Rules', like is any script or any API is invoked.
Any help is appreciated.

Elaborating the above topic which i posted, let me give an example.
Suppose a user views a video in its repository. The next step user wants is to apply a rule for converting that video to another format and this should be at file level and not at folder level so user has an option of converting it to another format at file level.
So i wanted to run a script or something on clicking of convert(which will be an option to user). Hence converting it, as it would have done if user would have applied a rule saying "Transform & Copy Content".
I hope this might clear the picture to some extent.
