Create new user from the GUI

I installed Alfresco, logged in to the share as admin. I expected to see a link to create or administer users. I do not see one. I created a site and then invited a user. I do not have an open SMTP server, so an invite was not sent (so I can not check that email).

How can I, as an admin, create a user using the GUI? Must I create a web page and write java to do this? Can a user create an account at login and then the admin can approve it?

Other than creating new users via invite, currently all new user administration has to be done through the Alfresco Explorer client.
