Configuring Activity Feed Email Notifications for Users

Im trying to configure Activity Notifications for Users on Alfresco 4.0d and I'm having trouble setting it up. I have SMTP properly working and am receiving invite emails and test messages, however I'm not receiving any notifications for any activities that are going on for my sites, such as adding and removing items or creating or commenting on discussions. I have checked the "activities-jobs.properties" file and everything looks correct in it. i have made sure "activities.feed.notifier.enabled=true" was enabled. I have also checked "activity-list.get.properties" and everything looks correct. Does anyone have any useful information for setting up notifications. I have checked the alfresco wiki and nothing really seems to be of any use.

Anyone have any suggestions? I see in the wiki that is says you can do this from admin console on the share site, but I don't see any options like that. Does the Community version on alfresco not have this ability?
