Clarification on Retriving Data from Repository

Hi all,
I am not clarified still in using Repository to retrieve the stored values. I need to know when exactly the .bin file is created in alf_data folder while creating new web form or while adding new content to the web form, when is that .bin file is created…. and whether any data is stored in database while addition of new content in the created web form.
