Character Encoding on a created file

Hello,

I'm wondering if it is possible to set or change the character encoding of a file?

I'm creating a file with a webscript, and I need to use Windows-1250 code page for the file. I think ISO-8859-2 would also pass, but I'm not sure.

Is there a way to set this on a newly created file?
