Cannot find Administration Console for Alfresco 1.4

I was using Alfresco 1.3 binary and compiled the source code from the svn repository. I am assuming the source code is the 1.4 version. I set the tomcat environment variable to the tomcat that came with the 1.3 binary and once I compiled the source code, it installed the 1.4 version. Now, I don't see the "Administration Console" under "More Actions" and thus I cannot add users. Do I have tweak somekind of parameter in one of the configuration files?

In version 1.4 the Administration Console is now an icon at the top as shown in this image:
