Automatic quickshare upon file upload

I wanted guest to be able to view files in a certain folder. I've tried guest access and changing url to proxy, but it doesn't work.

So now, I try to use quickshare function.
What I want to know is how do I set a rule so that the document entered will automatically have the shared function set, and how do I get the quickshare url (the very short one) from the document?

I hope this can be done using javascript.
