Hello.
  I'm wrote implementation of the OnDeleteNodePolicy interface. But i have a problem. My goal was to prohibit the removal of nodes with specific associations, but I can not prohibit removal of nodes. Maybe I'll figured out badly with Alfresco Police and behaviors concepts and they are not designed for this? Please, answer my question.

You probably want the "beforeDeleteNode" policy instead.
