admin: Failed to create new space : Access Denied

I have a very wired access problem (alfresco 1.2.1.E):
in the following space structure we changed the access as follows:

before:
company home
    projects  (inherits)
        project_xxx  (UserA, UserB, UserC:Coordinator)

adding content
creating groupA containing UserA, UserB, UserC

after:
company home
    projects  (inherits)
        project_xxx  (groupA:Coordinator)

After that change No(!) user is able to create a new space, even admin!
We removed the Space users and checked inherit: no change.

_No user is able to create spaces in _this folder / subfolder

Failed to create new space due to error: Transaction didn't commit: Access Denied. You do not have the appropriate permissions to perform this operation.

We didn't any change to permissionDefinitions.xml

Any idea?

after some researches I found out that some properties have null values. This folder was previously importet from an 1.3.dev instance into an 1.2.1 instance.

All childs in that directory have these Null values. Is that something I can fix somehow or do I have to regenerate that directory?
