Add new action to administration console

Hi All,
Can I add a new action to alfresco's administration console.
On browsing through the forums I found a similar question (http://forums.alfresco.com/en/viewtopic.php?f=12&t=1464#p5480) which says that modifying the jsp is the only way to do that. But then this reply was posted nearly 2 years back. So is there a better way to achieve the same now.
