Explorer, probe and cycle use REST to communicate with server, so the database settings are located in wabapp activiti-rest/lib/activiti.cfg.jar!activiti.cfg.xml. Kickstart (and administrator) have their own config, see this chapter in the userguide: http://www.activiti.org/userguide/index.html#kickstart.change.database
