Access to FilePlan by non-admin

I've found that any user that I assign to the group RM admin is able to view and interact with the FIlePlan.
When a user is assigned to any other RM-type group, like user, superuser, manager, etc., the user is able to get into the RM site,  but when they look at the FIlePlan, non of the children series (folders) are available.  When I make the user an admin, they can see the whole FilePlan.

This seems to be a bug, or is there some other privilege that needs to be set?
