401 Unauthorized, no prompt for credinitals

I've been battling this issue for a couple days now. I installed Alfresco Community 5.0 with Tomcat 7.0.53 on a an existing 2008 R2 Web Server. I can get to the Tomcat welcome page at http://127.0.0.1:8080/ fine, but when I try to go into the Manager App, Server Status, or the Host Manager page I get 401 Unauthorized. I've checked the tomcat-users.xml file and the server.xml file to make sure the realm exist. I think the problem though is I never get prompted for credentials, it just goes straight to 401 Unauthorized. How does the user defined in the tomcat-users.xml file even matter if I never have the opportunity to put in that username/password?
