PGADMIN3 Giving errors

Good day All, 

Anytime i try to run pgAdmin3.exe to get access to Alfresco database, i get this error "Application error; the application was unable to start correctly (0xc000007b), click okay to close the application.

Please has anyone encountered this issue, i have googled it and it says .NET framework and DirectX should be installed on the server and that has been done but the issue still persists.

Alfresco community 5.0d is what is installed on the server and the server is running windows server 2016.

How can i resolve such an issue?
