i am shifting my system so i reinstalled alfresco community edition ,i want my data and documents that i ve created in old system how to get that data 

in which file can find the data

Hi 

You may already know, Alfresco stores file into filesystem and medatada in database.

In order to shift Alfresco server from one machine to other, you will need to shift both. Please see this link Migrating servers | Alfresco Documentation

1. Export the database to dir.root (same location as content and indexes).How to do this??

Please check your  alfresco installation folder. You will find property dir.root in E:\alfresco-community5.1\tomcat\shared\classes\alfresco-global.properties file. follow the path and you will get it.

I would request not to mix multiple things in one thread. It would be in benefit of everybody to follow common thread for similar type of query/question/issue. 

however, your last question is not clear. are you asking to get your old data from your old Alfresco installation to newly installed alfresco or you have issue in starting alfresco after installation?
