Admin has created a site Company_Works in alfresco community version 5.2 . Inside that admin has created many folders like HR, FINANCE and has given permission to user's at folder level . Admin has given user A access to HR folder only and user B to FINANCE . Now we have 2 requirements:-
1-Only admin can create folders in document library, no user can create a new folder and cannot upload documents in document library.
2-User having access to the respective folder can perform:-
2.1-Can create new folder inside the folders of which they are part. But never they should create folder in the document library.
2.2-And they cannot upload files in the document library, they can upload inside their respective folders of which they have access.
Please suggest me how to do it.

You can try below way.(Not tried by me)
Add user in Site as consumer then add same user to folder as contibutor.
