Adding timer to bypass an unclaimed task

Trying to put a boundary task to a task to bypass it if it's not claimed in 3 weeks. I also want the task to be bypassed if it IS claimed but not completed by 60 days.Thoughts? Should I be using a boundary or regualr timer? How to configure the timer...
