It lets the user hit a webserver with a configurable number of concurrent simulated users. Those users place the webserver 'under siege.' SCOUT surveys a webserver and prepares the urls.txt file for a siege. In order to perform regression testing, siege loads URLs from a file and runs through them sequentially or randomly.
