What's the maximum limit of members in a site?

I created some user groups, and there are totally about 400 users in these user groups. 

Then I added all these user groups to one site. But there are only 250 users showed in the site memebers of this site. 

Why so? Is there any limit on the size of site members? How can I change it?

There is no limit to the number of users in a site. There only is a limit in the UI of how many members will be displayed / loaded to avoid long load times of the page / dashlet.
