Scusate se la domanda è banale, ma come posso creare una nuovo ruolo dove posso impostare tutti i singoli permessi elencati in basso?

It depends, whether you want to create custom permissions/roles or want to utilize the ootb permissions/roles. 

You can use manager permissions to add user/group and provide the permissions/role as listed in the table.
