Can't create new web form

Once having wcm successfully installed, I go under data dictionary and then web forms, I click 'create' to get the submenu for 'create web form' and nothing happens. The other menus work, just not create.

Am I maybe missing something?

Just to add to this. I'm using 2.9 beta, and the create button doesn't work on any page. I've been able to track the problem back to the jsp not writing data into the page for 'createMenu'. The table for createMenu is blank, but should have SOME values to it, since the actionsMenu is doing fine. Maybe it's a 2.9 thing.

Just in case, I upgraded wcm to 2.9 from 2.1, also. Same issue, so I think it's either the 2.9 alfresco… or something crazy I've done. It was a pretty basic install, though.

Any help?
