Restrict Workflow functionality from Read-Only user in Alfresco Community v6.2.0

I need help with to restrict Workflow initiation, download, and share functionality by Read-Only user. Such that user which has read only access on site i.e Consumer role in alfresco can not start the workflow, share and download files.

Good morning.

You'll need to develop your own Share evaluator. Check this post and this one for more details. You can read Jeff Potts' tutorial on custom actions, you'll find the basic configuration to restrict actions based on permissions too.
