Alfresco out-of-the-box does not provide an "Scanning Action" and afaik there is no addon to provide such action.
Some other software (Kofax, Ephesoft...) is integrated with Alfresco to perform this operation. Or even simpler, a scanner saves the documents in a shared drive and Alfresco reads the document from that source.
