How to add a new action?

Hi Team;

     I download the project 'alfresco-sdk-samples-alfresco-51' and try to adding new actions.

     Please refer the URL as below:

     "https://docs.alfresco.com/content-services/community/tutorial/share/doclib/#customizesurfwidget"

     Now I do not know how to test this action,  any help would be appreciated !
