Shared documents not accessible

Hi all,

We have documents that have been shared and some are linked. Users share document throughout the institution without the need for the "consumer" of the document to be part of the Site; but user are unable to view this documents with a dashboard error saying the user does not have permission to view it even when the user is given permission through the Manage Permission action.

Is the a fix for this?

Can you clarify how the documents are being shared exactly? Are you using the quick share feature? Or are you simply sharing URLs that link to the document? When you say linking I also want to check if you mean creating linked documents (a feature that is available via the old Explorer client, but not currently available in Share).
