Repository best practices

Hi,

We are using Alfresco Share to collaborate document. Is it a best practice to use Repository eg. make a root folder under Repository and child folders under it? Or is it best to create Site and use DocumentLibrary within the site?

For me creating site has its own merrit. I feel it is more flexible way of organizing.
I am not a expert to comment on this. Repositry way of keeping the docs is from Alfresco Explorer and Share has the concept of site
Need to hear from others on this

I think both way are ok. I mean, if I have to store global files in the repository there is no need to store them inside a site Document Library.
