I want to run a small server on Windows 7, but I see that Windows 7 has the following in its EULA:

e. Device Connections. You may allow up to 20 other devices to access software installed on the licensed computer to use only File Services, Print Services, Internet Information Services and Internet Connection Sharing and Telephony Services.

No those windows components are separate from alfresco and not related. You should however note that although alfresco works on Windows 7 its not a supported server platform.
Alfresco CE, is open source and there is no such restriction on user ALso you can run alfresco on Linux system for reliability + you will save on license + antivirus cost
I have been doing a dual evaluation (after choosing Alfresco over Nuxeo) on Ubuntu Server, and Windows 7. To be honest I found almost everything easier on Windows, but will probably choose Ubuntu, based on the benefits already listed.
