Getting an error on adding comment

I am getting an error on adding comment - Unable to save comment


Logger is printing
User '—' doesn't have permission to create discussion on node


Please suggest

Hello,

that error sounds straightforward - what kind of permission does the user in question have? Is he a Consumer / Contributor / Collaborator? Are there any special permissions set on the document in question or does it inherit from the parent / site?
