While importing a PDF document, the Unity Client displays "Preview not available for the selected file" for some users. For other users, the document will display in the preview pane.

This can happen when users do not have Adobe Reader installed. Can you check that? If they all have it installed, then i would suggest opening a case with your First Line of Support.
Note:
Preview eligibility is dependent on File Type. Preview of other File Types is handled by the web browser rendering agent and installed applications. Supported File Types include Image, Text, HTML, and Electronic Form. If Microsoft Office is installed, MS Excel Spreadsheet, MS Power Point, and MS Word Document File Types are supported. If Adobe Reader is installed, the PDF File Type is supported.
